Banning Hovered Champions

If someone reports me for banning their hovered champion, is that grounds for some form of punishment?

Guy wanted to pick Kayn. I don't want to be in a game with Kayn. I banned him. I was full aware of what I was doing. Just curious if it's punishable. I do the same thing with Yasuo and "long time" Urgot mains lol

No it is not.

It is considered rude to do by most members of the community, but it is not reportable.

Not reportable, you can ban whatever you want even if someone hovered it

False reports are not considered punishable. It's a form of "sanctuary city" approach - if Riot even so much as threatened to punish the 1% of worst false reporters (people whose reports are almost always false) then they would not get as many reports because people'd be scared to report.

Thus, while you certainly won't be punished for banning their champ, they can report you all they want for it.
