Surrender should be blocked in the last game of someone's promo series...

If you are in the final game of someone's promo series, surrender should not be an option unless THAT PLAYER proposes the surrender vote. Fuck some of these players who feed, then want to quit because they have no resilience even to attempt to come back from a disadvantage. For everyone who wants to climb, losing the last game of a series because your team was full of quitters is infuriating, and it should be considered "unsportsmanlike behavior" on the part of those players. I get that they could just AFK; in that case, their offense would be obvious, but it's no less offensive to someone who has worked to get to a promo series when they surrender, either. It's bullshit, and those players should be penalized.

In my opinion the surrender vote is already appropriately biased towards not surrendering, by requiring a supermajority and counting abstained votes as "no". And for the record: I absolutely hate surrendering; especially in ranked. But just because I see it this way doesn't mean I don't understand why people want to surrender certain games. Ultimately, unless you're actually a professional gamer, even ranked games are about fun.

More than 50% of games are promo for someone, so u suggest to block surrender in almost every game?

Just play with a Duo and always vote no when one of you are in promos...
