Ezrael afk's in game brags about it, still nothing happens.

Ive been paired up with the same guy twice now in normals his name is removed per rules. Each time I have played with him he forced a surrender vote at 15 and if it fails he just stands around the base afk. Today he was even bragging about how he can afk every game and not get banned because of how bad the report system is. Enemies dont care to report because who cares its a free win for them, hes duo or trio meaning they arnt reporting him so that leaves maybe 1 or 2 reports which isnt enough to flag the system. This games gone to such shit its incredible. afking is a normal thing now and it seems like its just accepted.

I downloaded the replay of the match if any riot employees actually give a damn Id be happy to cut to the section where he afk's and then brags about it and put it on youtube or something as proof its just so frustrating.
