The players hold other players to the standards that are currently in place in the game. The tribunal and what was considered punishable led to the current IFS system that punishes players. The players report other players in game.
What that Rioter does does not speak for all other Rioters, nor the standards to which players hold other players.
Workplace HR is completely different than player behavior.
Show me one company that hasn't ever had a sexual harassment claim in the workplace.
