Inter getting away with it

So two days ago I had this Draven who, after dying at lvl 1, said a couple of things about his supp being bad and that he didn't wanna play anymore. And he rage quit. After coming back a few minutes later, he literally said we could just open, since he wasn't going to play. He stood in base for a while, and after that he started walking into people to get killed. He said he had done that many times and that he knew how to "trick leaverbuster". I thought that was stupid, since he literally typed in chat that he was going to int several times. After the game I reported and added him so I could confirm whether he got banned or not. When I wrote a ticket complaining about it, the support employee responded manually revising the ingame chat to show me I was wrong. In this case, it's pretty obvious there hasn't been any actual person revising the chat, since he said out loud what he was doing. I'm wondering if there is something that keeps support employees from manually revising ingame chat if the system itself hasn't detected and punished the player after a report. I'm honestly just trying to find a way to convince myself that if I lose 18 lp because a teammate didn't wanna play the game, at least that player will pay for it.
