Permabans?
Are perma bans revoked I see old post about perma bans and those accounts are being played again

That's only when Riot did drop the ball and made a wrong ban, or you're relevant enough to the game to be considered if you have shown to have reformed (See Incarnation).
More often than not, general players won't have their perma's revoked.
