That entire game i was being harassed by teammates and enemies. I told them i would mute them and report them. I said a few things about sona or kat, but they werent overly toxic. No way i should be banned for this. Riot better reconsider.

The email sent to you contains the chat from the game that triggered the investigation and punishment of your account. If you attempt to login, you will be presented with chat from more games (3 in total).

Also, remember that the severity of punishment is affected by previous punishments as outlined here: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/Boqd81O0-upcoming-upgrades-to-chat-restrictions

Threatening to report people is something that the community has determined is toxic behavior, and there is a lot of that in this single game listed. You threaten 3 people with reports. The best thing to do is simply mute people and continue playing.

The bolded is where you went wrong. Don't even say ANYTHING to them, just ignore what they are saying and report after the game. Simple.

Take this as a learning experience and don't do crap like this again

Fascinating. Telling people you're going to report them is considered bad form. I didn't know that. But it's interesting because if I tell someone I'm going to report them, I do so. I don't make empty threats. Rarely do I have to tell people what I'm going to do though. When I do, they will know why I did it in the first place.

well, first of all, there's no way you got banned over one game. you have to be consistently toxic to get a 2 week ban. you were given many warnings

second of all, even if you did nothing else wrong here, you still told people to report them. riot considers that harassment for some reason. one report is just as valuable as your entire team reporting them, so next time this kind of thing happens, don't ask anyone else to report. just mute, report, and move on.

Relax accept the punishment. It is not the end of the world. Just a miss understanding its not a permanent ban.

Is it toxic to state things like

I am reporting driven for leaving the game/afking (gone from 7 min not return at end of game)

It's not a threat it's staying a fact, I also I've told others I will report them if they continue certain behaviors (like constantly bad language and harassing allies/ enemies in chat

I would t consider that toxic as its a warning that they are out of line before I chose to report them, if they don't stop I drop the issue and report at the end of the game, if they do stop I don't report them as they made an effort to stop thier behavior (this one is rare but it happens)

I do t think saying you will be reporting someone is toxic if you don't constantly push it, give them a warning that you feel they are being toxic, if they shrug it off drop it and report it at end of Match, if they stop being toxic I don't report

There's a difference between stating a warning and threatening

It's also unnecessary because the system only cares if there are any reports from a game, not how many.
