Reports for play?

I am writing this to try to get an idea of others' viewpoints. I've been around on and off for a minute (almost 8 years now to be exact). When I leave I typically give away my accounts to friends. Now, each time I go away and come back to the game I notice how it's changed and evolved. Some things for the good, some things for the bad. Life has finally slowed and I came back at the end of last season.

One thing that has really caught my attention this time is the sense that League is lacking any sort of definitive culture anymore. What I mean by that is a system of shared beliefs. Remember, this was a game that for the longest time picked roles based on who called it first. Even after draft got implemented, it was pick order. This is an example of the type of social norms that I am talking about though.

This lack of shared beliefs creates a bit of a problem with the report system. The system is going to catch leavers and verbal flamers without an issue. However, if we as a community don't report violations of play with some level of consistency they will never be punished. So here are a few questions I had rolling in my head:

  1. Are ranked games to be taken more seriously than normals?
  2. What constitutes intentional feeding? Do they have to literally run it down or can it be something else?
  3. Is refusing to assist your team report worthy? E.G farming bot lane while baron is up, refusing to recall from a push as nexus falls, etc.

Also, does anyone know, does it still give you a pop up saying a summoner you've reported has been punished? I've not gotten one of these in about 6 months and I've seen some shit man. Just wondering if Rito has gone completely soft or not.

Thanks

You'll get the message if the game you reported someone in was the game that got them punished. If they got punished in the next game, you won't be notified.

There is no motivation for them to ban. They want to ban as little as possible. Bans mean less money for the chinese owners.
