is there a reason players cannot chat while in low priority queue?

its absurd and stupid i get it you did the crime u do the time , my buddy got in low priority queue and every time we wanna play with him everyone sits there in silence for 5 min and i guess its even more stupid for people with time up to 20 min or so. Rito please you are also punishing people that are in party with that person so dumb...
