Is this really toxic? Our mid lane was running it down mid so I understand I spoke too much about it... but I get permanently banned for this?

First of all, lets talk about calling someone an inter:

Look at it this way, a teammate who is dying a lot is one of two things: They are either a troll who's inting to piss teammates off, or they're an innocent player who's just badly tilted and playing very very poorly. Now in either of these situations, lets look at what happens when you single them out and call attention to them.

If they're a troll, they want to piss you off. By calling attention to it, you're rewarding them for trolling by showing them that their efforts worked. Now tell me, do you think they will stop after you call attention to it? NO! They are going to do it more, because they could see that it worked and they will want to do it even more.

And if they're an innocent player who's miserable already, you're going to make them feel defensive, nobody likes being accused of something they didn't do. Dying on purpose to try to lose the game is a terrible thing to do. And someone who didn't do that is going to be very pissed off for being accused of doing that. Now do you think this is going to make them listen to you or the rest of the team or make them focus and play better? Hint: probably not.

Now lets talk about lobbying reports and threatening reports.

Reports don't stack. The IFS reviews the player you reported if the boolean variable for "reported" is true. This variable is like a light switch. You can turn it on, then your duo partner can try to turn it on by reporting them too, but it's already on. There is no need to report someone more than once, they will be reviewed just the same if it is 1 report or 9.

Calling for reports against someone or threatening to report them for their behavior is a way of singling a player out and making them feel targeted and harassed. And again, going back to what I said earlier about trolls vs innocent baddies... If they're a troll then they want the attention, so in doing this you're just giving them what they want and not actually making them stop, and if they're innocent then it's an incredibly abusive thing to do to somebody who doesn't deserve it.

And lastly lets talk about the word "retard"

In general it's already derogatory to call someone this. You obviously meant harm when you said it, and that by itself is pretty bad, combined with the other things it's definitely enough to earn a punishment.

All of that aside though, recently "retard" seems to be considered zero-tolerance language by Riot, so using it twice like this could result in a very harsh punishment all by itself.
