Riots ban system does not work and heres why (a perspective into an actual toxic players mind)

So Riots ban system goes as such first offense 10 game chat restrict second is 25 3rd is 2 week ban and then you get perma. This does not work because your permanent ban is not actually a permanent ban. In fact its very simple to just go on the website that all of you browser users are on right now and make a new account with literally the exact same email as last time. Now the thing about this punishment system and why it doesn't work is because when you start out a new game you tend to be nicer because you're learning and you typically don't care how bad people are in your games because you're just as bad. The thing about this is that once you get sort of good to the point where you have an actual understanding of the game you start to want to "shotcall" sometimes shotcalling becomes toxic and eventually you start namecalling because no one will listen. Riot eventually bans you for this but then the player can just log back on with their brand new account and then do the same thing TO EVEN WORSE PLAYERS because of them being new. Also permanently banning someone from their account does not encourage them to reform it most of the time just makes them mad because Riot just banned their account they spent a lot of money on so they go and troll in noob games. That was all.

Then it ceases to be shotcalling, and becomes being toxic. That's the line.

And yes, permabans in practice can't be actually permanent because this game is free and email addresses are infinite. There's no way Riot can actually prevent someone from making an account if they want to make one. All they can do is try their best to show that person that they are not welcome or wanted in the game anymore, as their behavior creates such a bad environment for the other 9.

When Riot perma-bans someone they aren't encouraging you to reform at that point, that was the previous punishments. A perma-ban is encouragement to go elsewhere.

If you are flaming someone though, it isn't shotcalling, there is a difference.
