Would a person admitting to buying an account be evidence for a perma ban?

So heres the story, I gotten hard trolled and flamed by a guy in game and he said every bad word imaginable to me and i gave him a report. Immediately after i got the notification and like not even 2 minutes later. He add me on his "main account". He adds me and i accept to see if he was the one banned. He said he got banned instantly and proceeds to flame me and say he doesnt care about his bans because that he buys accounts. I asked him what punishment he is on and he says hes on the 14 day ban but he doesnt care since he buys account. Can I submit a manual report and paste the evidence of his chat admitting this so he can get a perma ban?

Also, how can his smurf be his "smurf" if it was plat 2, when his main is plat 2? LOL, Guy says he smurfs but he smurfs at plat 2 for 7 years

You can submit it, but chat alone is not conclusive evidence of a purchased account. Gameplay DNA is though, and that can be easily traced from Riot after you report them.

People call alternative accounts "smurfs" interchangeably, but at the end, it's an alt account.

I don't remember if Riot records person to person chats as it would be an invasion of privacy and screenshots can't be held accountable for because they can easily be edited or framed to make the other party look more guilty than the poster. If a report does go through, the least it will do is monitor the account a little closely than before but nothing is to be done about banning the main account unless he/she deliberately admits it in the pre-game or in-game chat. (I don't recall if post-game chat counts anymore).

This topic sounds hard to tackle by Riot because I don't think they can take a side without a loss in the other. If they take your side and is able to track the admitting of purchasing accounts, then they admit they invade the player's chats in their right of privacy. If they take his side and ignore your evidence completely, it becomes a moral issue about allowing players that purchase accounts leave Scott-Free.

It sounded interesting so I decided to dig a little.

TL:DR He can't get banned from chat alone because of possible falsification of evidence.

No. People can lie in chat. Its not proof of anything.
