Flawed System?

Hey I haven't played league for a long time but I just want to point out some things that to me are a little dumb.

My name is Rengore and I wanna be a Rengar main. I am creating this post because I have seen players that I played with on a regular bases and are not toxic getting banned, what I'm noticing is people are getting perma banned for "continuous" toxic behavior when it is really hard to call behavior continuous when they are banned/punished after being warned a month after their previous punishment. I find this unfair for players who play everyday, multiple games a day.

Let's come up with an example:

Someone plays everyday 5 times a day

He is toxic for 1 game, then goes a whole month without being toxic then someone trolls in his recent games and he has had enough he calls the guy a "fucking idiot" gets reported and banned

The "person" was toxic then goes 5x30=150 games without toxicity, but because of the way the LADDER system works he needed to go 3 months without toxicity to go down in the ladder. Because of this I think Riot should give people a chance after being permanently banned.

My resolution to this is RIOT should change the LADDER system from a period of time to an amount of games, for ex. you must go 50 games without toxic behavior before going down in the ladder.

Why is it excusable to be toxic one out of a 100 games? That's like breaking the law once, and never doing it again for 20 years, and getting away with murder just because you've been good for awhile..

He was toxic He got punished. No excuse for the offense after being warned.
