Here's the thing about the punishment system. It doesn't ask "do these logs deserve a 14 day ban?" It asks "do these logs violate the terms of use and deserve punishment?" And the punishment system works on four tiers.
- 10 game chat restriction
- 25 game chat restriction
- 14 day temporary suspension
- permanent suspension
So, if you were already punished before with chat restrictions, and were reported for this match, then it would automatically bump you to the next punishment. Which is a 14 day ban. There are cases however, where a person can be escalated to the 14 day ban without having a prior chat restriction. One of which happens to be the use of hate speech, which Riot has a zero tolerance policy towards.
That said, things like this:
Shina Tsu Hiko: neither did your parents about condoms eh?

are the sorts of things that will get you punished. I'm not sure if this was the only game on your reform card, but if it was, this should give you an idea of how little tolerance Riot has towards the use of slurs against homosexuality. Even if you mean it in a joking manner, there are either 4 or 9 other people in the match with you. And if even one of them doesn't find it amusing, you can be reported for it, and if you do it often enough, you will be permanently banned for it.
At this point, you are at the third punishment tier. The final tier is the permanent loss of your account. Please be careful, for your sake. It can take longer than you think to drop back down to a lower punishment tier; anywhere from a month to as many as seven months from what I've seen on the boards. If you don't want to lose your account, I would strongly suggest limiting the amount that you mess around like this in chat, and I would recommend ceasing the usage of hate speech entirely.
