what would you do if....
there was a troll on your team but this troll hard carried everyone to hell and back. so much so that you would not have won without him. i know it sounds crazy but it could happen.

I would still report them for the part where they trolled. If they're so good that they can carry, there's no excuse for them to waste that ability by trolling.
I'll make an example to provide my choice some ground to work on.
Let's say someone was playing Tahm. They intentionally ate you and spat you out at the enemy team (and it was obvious the result would be your death) at every opportunity but still managed to hard carry the team to victory because they were that much more skilled than everyone else.
I would still report the Tahm for trolling.
The game isn't only about winning for most players. That's what people tend to forget. While to these trolls or toxic players, the only means to this game is to win. So they really think it's worth the risk of playing at someone's expense or don't think the will apply to them.
But to the majority of the community, players are not only here to win but to experience and enjoy the competitiveness. When other players take that away from those who are trying to enjoy the game, those who are following the policy or simply believes and understand mutual respect. They don't want to encounter that player again.
So if they're playing at my expense and ruining my experience with what they're doing or saying, I will report them if it goes against the ToU.
