Sh*tposting an idea for Riot

Am I the only one who thinks that riot should implement a report system for the pregame lobby? such as the pick/ban phase. I cant tell you how many times I have been forced to dodge because of trolling teammates who will deliberately take a champion I was hovering (especially in ranked) such as taking lux as the adc over someone in mid who was hovering her. This would likely cut down on a chunk of the trolling that goes into the game instead of forcing you to wait 5, 10, 15 or 20 minutes by being forced to dodge. If Riot wont implement that (for obvious abuse of it to troll harder) perhaps prevent you from banning champs that a teammate is hovering. You know, just something like that would be nice to be able to do instead of champion thieving from your own teammates, or just hard trolling from banning phase trolls.
