Last-second queue dodging and it's punishments

After patch 9.1, i experience 4 dodges for every match i play. This is ridiculous. Could the punishments for doing so (especially in the last 10 seconds before a match begins) have its punishments ramped up?

Yes lets permaban them ><

on a serious note, people dodge because of trolls, or they don't like team comp, etc.
