It died.. sadly.
No, actually I think they were working really hard to get the Client Update out before working on anything else massively big, so they kind of set that aside.
tribunal 2.0 (includes a better honor system on top of the tribunal) coming, after new client is up and running smoothly.
Riot has stated that they're working on a new Voting System but it's currently on hold until the new client is released and stabilized in Season 7. Work should resume on the new Voting System afterwards.
No details as to whether this system will ship or not or if it'll evolve into something else.
