My personal take on how to improve the quality of solo/duo Queue

Let me start off by thanking Riot Games , the problems with really bad LP gains in low diamond (back then D5/D4) now D4/low D3 seem to finally , after years of trying , have been fixed. I can atleast say that for me and a couple of my friends around this elo thats the case.
Having played around 800 Solo/Duo Queue games so far(this season) I do have some serious issues with the way ranked can feel.
One thing that has been an issue since probably around Season 3/4 is the toxcity. A topic alot of people already complained about and where riot tried alot to fix it , they cannot change a persons will to be toxic however. I think the ones disturbed by toxic teammates have to be the wiser person and mute their unhelpful teammates(I know that is very dissatisfying but we just have to hope that riots ban system will take care of them , or with particular bad cases I started reaching out to Player Support to make sure that player is not overlooked).
I think at this point it is important to note that I am not innocent in this , last year(after playing league on/off since season 1) I started to grind alot of ranked games since I was done with school and had a year off before university. So I would play most of the time. It was only a couple months in that I started to become a bit frustrated with my teammates behavior so I started to flame the(probably not as bad as others would flame me, but thats beside the point). So the inevitable thing happened , my league of legends account that I had played from season , the one I had tens of thousands of games on and every champ+ multiple thousand € of skins in , got permabanned. I was devestated , I didnt feel like I deserved it (especially since the game I was banned for , I was defending myself from 4 teammates that flamed me the whole game through) In hindsight I should of course just mute them and the ban would have never been issued. That did not stop me from keep on playing though , after all I love playing the game, 1 year later , I reached Honor 3 last week , still with the occasional step into anger , but I would mostly swallow it up and mute the ones making me angry.
Recently I have encountered alot more trolls/leavers than I used to have. These games are still probably just adding up to 5-10% of my played games. But these games sparked an idea in my head , something I thought about for a while before that.
How can we stop leaving/trolling/inting(as in running it down) or afking in base effetively?
I believe that the only real way to really stop this is by harsher punishment , atleast for ranked games.(for me specifically solo/duo since flex is seen a little bit more like a funqueue)
Punish afk/leaving faster and more strictly. Leaving a ranked game should almost always lead to some kind of actions against that person , you should be 100% commited to playing the game before queueing into solo/duo Queue , if you are not and you have to leave early , thats on you. Of course there can be other disruptions such as power outages or fires (I guess) but those should be rare enough , maybe give people 1-2 games a week without instantly punishing them anything above that , ban them from ranked or in general.
Bring back ranked restriction for any kind of misconduct.
Instead of giving people chat restrictions into account bans , give them ranked restrictions into chatbans+rankedrestrictions into full bans. I wouldnt even count out the possibility of restricting peoples access to ranked games for entire splits if their behavior was bad enough. Flaming and any other kind of disruption should have no place in ranked , things that might be acceptable in normal games , might not be fine in a competetive enviroment which solo/duo should be.
This all sound very harsh but I genuinely believe that being alot harsher on people in ranked will lead to alot less toxcity and a return to what ranked was designed to do , spark the competetive spirit and serve as a place for improvement.
Now this was quite the Novel , I'm interested in hearing what other people have to say about this Topic , am I completely off here ? Am I going to hard here based on the vast amount of games I play ? Is this even an issue worth addressing? Feel free to bombard me with anything you got , just try to keep it civil please :)
