Trash Talking Vs Verbal Harassment: Is there a difference?

Is there a fine line between trash talking and what qualifies as Verbal Harassment, being a punishable offense?

I personally think some healthy competition and some smack talk makes the game more fun. You're put into a game with 9 random people you've never talked to before, its basically like fighting smart (or stupid) bots. I think it makes more of a reason to win and push yourself, at least in normals.

I think it's possible to talk trash but still make the game enjoyable and a positive environment for everyone, I have played many games where that was present but still kept the game positive, but a hell of a lot more competitive, and nothing I ever say is a direct insult to them as a player.
