If you pay for a name change, should your chat restriction be lifted?
Riot makes money off people who get chat restricted and players trying to turn over a new leaf can pay to try again.

Money does not, should not, and will not get players any special treatment or ability to be toxic.
one day people will learn that spending money on this game does not mean you can just break the ToS, that don't won't be soon though.
Or you know, you could just play the 10/25 game chat restriction off and learn your lesson.
No one is invulnerable to the system.
