Chat restriction, not mad at Riot, just confused and want to hear thoughts.

I know these posts get made probably after every CR, but honestly? After years of playing this game, reporting seriously offensive chat, and practicing some major "DST", I just got my first chat restriction. I get that I used some curses and I definitely understand how this could be stated as toxic and unsportsmanlike dialogue. But I am just so confused how this warranted a 10-game chat restriction. For 10 games I am completely limited in how I communicate with my team and I didn't get to find that out until I was in the next match when I realized I couldn't congratulate my bot lane for an early-game double kill. Spent a whole game limited to 1 message every 3 or so minutes because I blew through the first 5 trying to be positive after a bad game. Not to mention how many games I'm sure we've all played where people go on /all chat tirades about how "absolutely useless and trash" their team is in an attempt to get reports going. I get it Riot, someone doing something wrong doesn't mean others should get away with slightly less bad behavior, but I've seen some seriously messed up stuff in chat from people shaming the mentally deficient to borderline legitimate racism being spewed, and very rarely with the reports I've issued against those people has it given me notifications that they were handled. For context below, we had an Urgot mid that early on pinged for a gank then pinged oom, I figured he wanted me to gank but after pinging oom and that he didn't have enough for his ability I assumed he wasn't in a position to do anything so I'd get him next time. Just as I started walking away to type that I'll get her when he get's back, he goes in on his Kat and she kills him before I can get there, she then ults and kills me. For the rest of the game he referred to this as me "inting her a double". Later my bot Veigar pinged a Cait that was under tower and half health recalling, so I ulted in (WW) and he throws her stun up, I figure ez pz, whereupon Veigar immediately backs off leaving me under tower with less than a third health with a quarter health Cait gunning me down. As you can imagine, I wasn't too happy about that, but I don't think I went too over the top. Urgot died to his Kat a couple more times then started to complain about the top lane Yasuo (who admittedly was my duos partner) because he had died to his laner (mind you yas up to this point was winning lane pretty substantially and even into late game was always ahead in CS), he called our Yas useless and said he was feeding. At this point I was starting to feel like I should just mute the urgot because it was obvious after his subsequent deaths to the Kat that he was going to keep pushing way too far up, and dying, and flaming in all chat, all before doing it again and again. I at one point started to argue in all chat, which I am not a fan of doing because it feels preachy and you know no one on the enemy team really cares, but I hated the idea that he was gonna try and throw Yas under the bus like he was in the wrong and that anyone on the enemy team seeing that might've actually believed it. I get that this is an automated system, but I just can't figure out how I was so in the wrong here that it warranted screwing over my ability to communicate with my team for 10 games.

Like I said, I get that this isn't "sportsmanlike" but neither was any of the other things being said in this game, but I ended up with a chat-restriction. I just don't understand how I can have loads of games where similar dialogue is exchanged, as well loads of other games where I try to keep everyone positive despite a hyper-toxic asshole, but I have this game and all of a sudden it warranted a chat-restriction. Mostly I'm making this post because I want to see what other people think of the situation, because if other people think I was definitely in the wrong and can explain what I'm missing then hopefully it'll re-frame my perspective.
