Need a clear explanation on the mastery: "Bounty Hunter"

Does it mean like, my damage will increase by 1% each time I kill an enemy? Is it something like this? I'm currently trying to set my masteries on certain champions, and I need a proper explanation for the mastery I'm unclear with.
