Rune Costs

Why do we have to buy runes with IP? its a stupid idea, its a pay to win feature that you cant even actually pay for and it takes forever to save up IP for runes and for new accounts, this seriously detracts from your ability to buy champions with IP. Why cant we just have runes? what benefit are you getting by putting this IP price on them?
