Cursing in and of itself is not punishable.
Nobody at Riot cares if you say fuck. They care about the context of you saying fuck. For example:
"You fucking piece of shit" is totally punishable. "Shit! I missed my fucking ult" is totally not punishable.
Personally, I think cursing is tasteless and crude. Doesn't mean I'd report or hit punish if it's self-directed.
It's not the language, it's the disrespect meant by it. You can say fuck and shit and whatever your mind can come up with, but what is not allowed is belittling another human being, for any reason.
Or you could learn to not act like that and actually be an upstanding summoner in the Fields of Justice.

you can be fired from your job for using explicit language too. And kicked out of fancy restaurants or venues. Not to mention arrested, if you do it in the wrong place.
and if you try to argue that you cant communicate with them then you have pings which work perfectly well, its why koreans and chinese can play together
