Why Isn't This Name Available?

So basically, I added someone who had the summoner name I wanted, and asked them to let me know if they ever changed their name (thus making the name I want, available). He did so, and it's been over 48 hours now, yet whenever I go to namechange, it still says the name isn't available, even though nobody this name. I sent a support ticket to Riot 2 days ago, but haven't heard back. I know about the 'clean up' system, but I don't think that applies here since NOBODY has the name. Anyone know why the name would still be unavailable?
