Bad ping since the end of season 6?

Ever since the ranked qeues were disabled my in-game ping has gone from 30-50, to never dropping below 100, with spikes into the thousands so often that the game becomes unplayable. Yet when I test my ping through non-league software, i have 20-40 ping. Am I the only person getting this? Is it maybe my computer causing the problem? Whenever I ask people in-game if they have bad ping too they say I'm just bad at league and my computer is shit and so is my internet. Can anyone on here help?
