So according to some people Ekko can't be OP

Simply because he is new and people haven't "learned to play against him" yet. I was unaware that there is a grace period for being an over tuned champ. Yes there is some learning that needs to be done while playing against him but as the saying goes numbers don't lie and his are too damn high.
