Communication: A Way to Improve the Tribunal

My girlfriend brought up a good idea for the Tribunal and that was to allow comments to be made by players involved with the initiative (with an upvote system for comments). That way you could actually discuss a case and explain why you came to the decisions you made. In this scenario, players could actually work together which will create a more consistent standard for what is and isn't acceptable behavior. This makes the Tribunal more engaging rather than just a process of tallying numbers.

So I thought up another way to improve on the idea by also letting cases that have been decided on by Rioters to have some kind of case note for everybody to see. This way we won't just be left with a big question mark on some of the cases that are pardoned even though there's blatant breaches on the Summoner's Code. Maybe we can also have something that will help alert a Rioter if some case seems to be judged incorrectly? This will let Rioters and the community understand each other, which ultimately leads to them working better together. I feel that was the original intent of the Tribunal in the first place.

Of course, the system could be exploited by trolls but there are ways we can filter through that.

Solution 1: Tribunal Ranked players + Rioters will be the only players allowed to post.

Solution 2: A bare minimum requirement must be met in terms of number of cases judged and also a base accuracy rate requirement.

Solution 3: Make the comments made by Tribunal Ranked players + Rioters stand out so that everybody can comment but the people who take the Tribunal seriously are always given more weight on their opinions.

Sorry if this has been suggested before. What do you guys think?

I actually like this suggestion and think this deserves a Riot response hinting at least consideration, if not real commentary.
