active : the reverse of blade of the ruined king slow and your speed up rather that bad side of buying this item (think blitz crank) slows your attack speed for judge hammer active for 8 seconds

judge hammer: %damage increased attack damage temporarily increased 40% increased range and a cool BOOM effect ( think of the hammer of judgement this one active decides it all)
