LoLReplay Still Broken?

Or is it just me? I've been trying to run through my system to see if it's just my computer, but I can't find any problems.

In addition, if it is indeed the truth that the Replay is still not working, then is there any other program that does the same thing (and works atm)? I've tried LSI, but that causes overlay issues and pushes me out of the game at some inconvenient times.

For Riot: Are there any plans to create an in-client replay system? It's REALLY hard to climb the ladder when you can't review your games and self-reflect, so I've been plateauing since 4.20 came out.

Fun fact: Riot has (or had?) a working replay system for a while. It went up on the PBE nearly 2 years ago, and was up for a while. Seemed to be working just fine. It has since completely disappeared from the PBE client.
