Hovering over champions in champ select when not banning

Right now, when you hover your mouse over champions in champ select, it only gives champ info for some of the champions, but not all of them. You usually have to hold your mouse in a certain spot in order for the champion info to show up as well. It also doesn't always let you scroll to see the entire list of champions.

Not sure if this is a problem for just me or for everyone.
