Patcher stuck at 24%

When I was playing a Shaco match, right before red buff spawns my game starts to say "Attempting to reconnect." I was still connected to my internet, so I just restarted my PC. When I opened the client back up It would say it's at 33%, even though I have downloaded the newest patch. I sat there for a while but it was still at 33%, so I close it and try to run as an administrator, only to find the same thing.I try to repair the client, other to see the files go up more and more with what felt like no progress. I reinstall league and of course another problem comes up. When I started to install it I went to sleep to let it download over night, but when I woke up it was only at 24%. I let it sit there for another hour or so and it would still sit at 24%. Is there any logical cause for this? I haven't don't anything to my PC before this has happened.
