Unfair reporting "Offensive language"

So, basically played ARAM and the team was just hiding under the turret letting the enemy throw skills and attacks whie ding nothing, and told them "Don't be cowards, shot some skills, that's not how you play league of legends, cowards" and got reported.

I admit that on man games i can be REALLY rude, but on many others i just get reported for telling others to be more focused either on being aggressive or defending when necessary, kindly first and more heavy later but not always rude, and i end up getting my chat privileges restricted.

My point, if LOL system counts on EVERY SINGLE report for "offensive language / verbal abuse" and takes action, then what prevets trolls from reporting everyone and putting up everyone's chat on restriction? =/
