Some ideas for changes
Today instead of complaining about how fucked up everything is... why not try to offer better solutions to be discussed
a brief disclaimer since i can tell im going to need them ALL OF THE IDEAS I PRESENT ARE EXPERIMENTAL, AND FOR THE SAKE OF DISCUSSION AND DO NOT FULLY REPRESENT MY VIEWS ON WHAT SHOULD BE DONE ok so without further ado let us begin
Reporting systems: Personally, I've always hated when the opposing side doesn't report a toxic player, because you won or they did carry. Being carry is still no excuse for being toxic. but that being said, how cool would it be if after the game you had access to both team's chat logs. and if you clicked on a button next to that player's name you could get all of their chat highlighted in a log. this means those people who say "i don't report if i can't see it" can all see it. Also when sending those reports you can highlight certain points of the chat (not just their text, as context for toxicity is still required)
as long as a chat log is available to the players I genuinely believe that would help in reporting and slow down false reports. another thing is it can really help with those harassment reports and chat restrictions
Chat: I seriously think Leauge could use a voice chat feature... Form my experience with curse people are genuinely cooler when they speak and it helps team communication faster than a smart ping (they are only but so limited). I've yet to see a smart ping say "im going to flank around do in in 2 seconds" in less than one.
now this might be unfair to those that don't have mics but seriously anybody who plays on a laptop or anything can afford a "Wall-mart mike shit" if it's not already built in. and really as long as everyone can hear your chats you're fine. for those that say "but squeakers and abusers" the mute button will set you free
Muting: speaking of muting, instead of a little symbol in tab i think it should just say "mute" honestly there is more than enough space there. for the longest time when i started i had no clue what that box did. When i learned i was already a level 30 in bronze. just make it say mute easy as pie. another thing let the number of mutes a player has go into their current behavioral status. if a player is constantly getting muted it shows that they are either being toxic or talking too much. but only one mute per player per game. so you cant spam mute and un mute.
Chat Restrict: as annoying as it is i kinda like chat restrict in concept. i noticed that during my games i was restricted it made me focus more-so on play than anything else. So its not an inherent issue with the restrict as much as there is an issue with how it's implemented (by a very bad computer) but hey why not allow it in **every **game where you're talking too much. if you send out too many chats at once you get restricted. allow a maximum of 4-5 chats every 1-2 minutes. this way you can slow down arguments and return people to play. if you're not slowing down arguments this at the very least can prevent super heavy harassment for a simple mistake
**Avoid Summoner/ Set Rival: ** Wouldnt it be cool to be able to avoid people from your last team for a day? so if you queue up again you dont have to deal with their nonsense? either they were a troll or they were extremely toxic or whatever the case may be. being able to avoid people may slightly prolong your queue time but it would definitely be good for the community. this means what happened last game STAYS LAST GAME if you want.
A hillarious variation would be to be rest assured they're on the enemy team and you two can duke out your differences that way.
this would be called "Set Enemy" or "Set Rival" and would be perfect for those people who say "1V1 ME, KNOB" in doing this however you're restricted to one all chat per 3 minutes to assure that each side has somewhat healthy interactions with each other. i think this is funny but it could result in only focusing your rival in a team-fight... [I dont know what do you guys think?] the best counter would be for this to only be available in norms and draft pick... so ranked play wont be as toxic.
-- you guys discuss if that should be the case.. it could work with ranked but im not sure about bring bad blood into it.
ONE Free Ranked Dodge a Week: title speaks for itself. each week you get one free dodge capping at 3. on top of this dodge you get to list a reason for your dodge. meaning before you do so you can list a certain player's toxicity to be added to their behavior report. naturally if this... this is technically a report before the game even begins and would serve as something of a more balanced medium than simply being able to report in champ select. this means you have to really think about who you're reporting before you dodge. this means less abuse of the system. overall.
Finally
let the tribunal see every log from every part of the game: In case you didnt dodge the game being able to report a troll in the pregame log would be super helpful. Sometimes a players behavior is based on pretext but whenever you dont know what caused this particular bad behavior then punishing gets much harder.
I think these are some of many things to help in regards to toxicity and teamwork in games.
