Positive reinforcement is proven to be far more effective than punishment, so maybe Riot should consider it? Yearly end of season rewards clearly aren't enough so keep people behaving consistently well.
How about small IP boosts for a better honor/report ratio?
Obviously, Riot is a business and doesn't want to give away all of their content for free. But, small regular rewards for good behavior is the best way to improve the behavior of the community as a whole. It would help toxicity and possibly bring the honor system back from the grave.
Consistently good players could even earn the ribbons that you never see past level 30. Maybe throw in a free skin to unlock for each one of the four ribbons, in a similar way to liking/subscribing/following Riot Games on Facebook/Youtube/Twitter?
Also, honoring good players should be part of the reward system.
There is little room for abuse, contrary to some peoples beliefs. According to Riot, reports from players who consistently report good players are weighed less heavily than players in good standing, so reports for just playing non-meta picks will be mitigated. Also, honor from friends and the same people in short periods of time is mitigated.
Lastly, once you actually start honoring regularly, you reach a limit of 2 honors (IIRC) to hand out per game. You're much more likely to give your two honors to the people who were friendly to you all game than the guy who was flaming you, and you're encouraged to honor SOMEONE so that you have a chance at winning some IP boosts or even a skin.
