Are Champion Idea/Concepts welcome?

Dear Riot/people working on League of Legends. I have an idea for a champion or rather a concept for one. I'm not really sure if this will be seen or even considered but in the off chance that this is seen or considered I submit this as a champion idea. A champion that is completely clumsy. One whose every ability looks like a complete accident on the battle field. I feel like this champion concept would be interesting to see implemented and fun to play. While I'm not sure what this champions abilities would include I do have an image in my head where this champions ultimate ability would somehow make him slide in an awkward manner into the enemy team and knocking them back or up upon collision with another champion. I feel like this champion would also be mana based. As for a back story I somehow picture him as a cousin to singed whereas singed is this big coordinated tanky guy, his cousin is rather less so and super clumsy. This however is only just an idea. If this is read and considered I thank you for your time and your consideration otherwise it was fun to just get this idea out there.
