i live in north africa and play lol there is no way on getting rp even if u got money .no credit cards allowed here .no gameshops. no online shoping if someone can gift me poppy skin i would be gratefull (if u know anyway on how to get rp in this country plz share it)

You can always buy RP cards online off of amazon and have it shipped to you. Also PayPal can convert your money to whatever country money so you can buy rp that way too

in the conditions you ask yea you ether need a friend or you have to go out of country
