Shouldn't all the Balance Team members be like at least Masters and above?

I mean, to be qualified to really make big changes about the game you need a lot of practical game knowledge, you can't just base everything on empirical data. I know I'm just a random ass plat pleb and that my opinion doesn't have a lot of weight but it just sounds logical to me that master and challenger players should have a better idea about the game than you know, some random ass plat plebs whose opinions don't have a lot weight.

It makes me wonder what the qualifications are to become member of a balance team in the first place.

The fact someone can play the game at the highest level doesn't automatically mean he knows something about balancing the game out and vice versa. If someone is in lower tiers, it doesn't necessarily mean he's lacking in game knowledge. He may be weaker in terms of mechanics. On the other hand, someone in master/challenger maybe doesn't have a clue how to balance EVERY SINGLE champion in the game for all skill tiers, tournaments etc. I'm pretty sure Riot's balance team discusses changes with high-level/pro players too, but there's no reason why masters/challengers should have the final word.

How many masters players are there in the world? And how many of them want to pursue a life in game development? And how many of those have all the other necessary skills (like being able to speak the necessary language fluently, and being able to communicate well with other people)? And how many of them are willing to move to Riot headquarters and leave their old lives behind? And how many of those are so naturally skilled at the game that they'd be able to maintain a Master ranking once they start working 60 hours a week at Riot?

You might end up with a balance team of 3 people, and get patches once every 6 months.
