Creating an Online Gaming League of Legends Community

Hey League of Legends Gaming Community. I've been thinking about starting a gaming community with the main focus point at League. I've been wanting to start one for sometime now but there are some complications, I need someone that would be as dedicated as me to create a website and help me run a "Military" style based community with rules and ranks and practice times etc.....
