OCE event
OK, so I know that there is currently an OCE event in progress. My question is: If I transfer over to their servers and work to get the Icons, will I get to keep them if I transfer over back to the North American servers?

Something that is unlocked to your account would stay unlocked, doesn't matter the region.
Unless different regions use drastically different clients to the point that the entire event is not programmed at all in the NA client, then I would imagine you might lose it.
Whatever the case, Riot is the man you need. I do not wish to give false info.
