End Of Year/Start Of Season Free Skin?

Is Riot giving out a free mystery skin like last year? (http://na.leagueoflegends.com/en/news/game-updates/special-event/celebrating-end-years-snowdown )

If not I think Riot are really getting rusty with their community support. Skins were late last year, like the Harrowing skins.. Please don't make this late.
