All dominion players are bots?

So today me and my friend were playing hide and seek ( we do this when not wanting to play a "real" game). For all of you who don't know what hide and seek is, it's a community game mode on league where you play on dominion ( 5 "hiders" 2 "seekers") seekers try to kill hiders and so on... So after that hide and seek we say " Hey why not play a dominion game."

 So we go and get in que and the estimate wait time was about 3 minutes we figured so, but the que was only about 10 seconds long... So we said okay maybe this was just luck on our side. we get in to champion select i type to the "other players" asking them who's good on dominion or what spells to use, No answer was given. Okay so we get over that and the game starts. Loading screen comes and we see that EVERYONE had heal and barrier ( I mean everyone but my friend I realized in champ select the "other players" were doing this so I did the same). We find this a little out of the ordinary but we don't make any assumptions. 

 We get in game we try talking to the "other players" but no answer. Then we find that our three teammates were all going in the same direction and were following each other the whole time ( here we though they might of been premade and just not talking), but then we see that not only our team is doing that but there whole team is doing the same. Then we noticed something in particular, the rest of the "players" were all free champs this week. This point we realize that they might be bots. 

 So my question is, "_**Is Riot putting fake players in dominion for people who play it?**_"   ****
