Riot, honest question!

So with the chroma skins. Did you guys ever considered making them a reward for the Champion mastery thing?

"Summoner420 reached Mastery Level 5 with Lucian! Summoner420 has been rewarded with the Lucian Chroma pack!"

Something along the lines of that. I know that now its kinda too late since there are Chroma packs for skins that aren't default skins. But meh, just curious. Was it something you guys considered? Or just a thought that never came up at the round table?
