Does Riot blacklist Cards that have current chargebacks on them?

So my friend and I made a bet, and he lost. I then asked him to give me 5 dollars worth of RP because he lost but he said he's not sure if he can, he has charge backed Riot before, using that card. So, all I'm wondering is : Does Riot black list certain credit/debit cards if it has charge backed money from Riot before. And if I did use the card on my account, will I be banned?
