riot staff craking down on toxic but promoting afks, feedings, grefiers????

so it seems that riot just focus on people who say your trash, your bad, you suck, than people who are purposely afk in game, they are feeding, and are internationally grief the game at any cost. i see many people rage in game and its not because they they doing something bad but the problem is the other person doing everything they can to provoke it. i made a friend and he got ban for 2 weeks for saying some words. so i search from my past history the person we play for internationally trolling that game. look at his history and seem he done it a few times. but it turns out that he was still unbanned and still playing around. so is riot staff promoting afks, feedings, and grief players? cause i still see many of those people around i see less people going toxic but i see more people that feed or afk in game
