new devourer to strong

every game i see it in as soon as the player reaches 30stacks is game over no matter what champ they pick I've even seen a cho reck my teammates with it. even vayne is in the ranked jungles now because its so strong. please just delete this item or ban it from ranked. I've and to many game with us over 20kills ahead but as soon as someone finishes this item they carry the whole game no matter what. its just stupid
