Why hasn't Riot implemented some type of voice communication system?

I'm quite literally and actually confused why there isn't already a communication system implemented into League of Legends. It's something that multiple upon multiple of player(s) have been asking f o r and it'll only be logical to have added such a feature. A summoner can be reported for 'failure to communicate' yet there isn't a voice system implemented into League of Legends. I just don't understand and would be humored to obtain the actual reason why Riot's holding back on what should already be a given. I've contributed not only immense t i m e played but m o n e y ($110 dollars) and f e e l as I or... the community should get some type of explanation on why there isn't a voice communication system implemented.
