getting rid of runes

So, I have all of these tier one and tier two runes. I'm just learning about properly building rune pages and will only buy tier 3 from here on out. You got rid of the rune masher to make little runes into better runes. It also seems that there is no way to refund runes. What am I expected to do with old weak runes i don't want anymore? It is expensive enough as it is, and I can't replace old runes with new ones? I can't even pay real money for them if I wanted to(though i don't want to). You should provide a way to refund runes.
