negative players wont get pool party mundo.

ok riot well then Ive got a question,

besides the fact that I think its unfair to exclude players (especially with your new punishments system which has a higher failure rate than the last)

my question is:

If I have current chat and ranked restrictions from over 1 month~ ago and just havent had the time to play that frequently to get rid of them, do I get access to the icon/skin? Ive played a few games into it but not had the time to grind out enough games (let alone normal draft wins) to get rid of them.
